In early 2023, regional migration visas in Australia were under a cloud of uncertainty. The Parkinson Report Migration, released in March 2023, failed to offer any guidance or support for regional migration options.

The final report suggests a recalibration of the skilled points test and even proposes the removal of points for regional study. It states, “In conjunction with this measure, existing regional concessions in mainstream permanent phases, such as additional points for regional study, could be removed to ensure those programs are strongly focused on selecting migrants who will best meet national economic objectives.”

Additionally, state nomination applications in Australia across all states were reduced by 70% from July 1, 2023, marking a significant downturn in the 2023-24 financial year.

However, early 2024 has seen positive developments in regional migration policy.

Migration Policy Developments 2024

Regional employer-sponsored nominations visas such as 482, 186, 494, and DAMAs are now the top priority in ministerial processing directives. This means they are processed above all others, including professions in teaching and health that were previously given high priority.

This shift demonstrates the Federal Government is encouraging migration to regional areas.

The new Skills in Demand Visa Australia includes an "Essential Skills" category visa for lower-skilled occupations, such as carers, with potential salaries below A$70,000. These visas aim to supply workers to regional areas for both caregiving and agricultural roles.

For the 2024 to 2025 financial year, skilled points visas, including the 189, 190, and 491 visas, will remain unchanged. The 491 Visa, designed for regional areas, continues to be available, dispelling rumors of its abolition in the Migration Review.

The Western Australia (WA) state government has announced the following with regards to the state migration services:

• An interim Western Australian skilled migration occupation list (WASMOL) is now in place for all new state sponsorship/nomination applications
• The Regional Certification Body (RCB) applications for subclass 187 Regional Sponsored Migration Scheme (RSMS) visa nominations are now open for regional WA and excludes Perth
• All applications submitted before the suspension on 13 March 2017 will be processed according to criteria and policy effective at that time

The newly elected Premier of Western Australia (WA) has moved to remove WA from the subclass 187 Regional Sponsored Migration Scheme (RSMS) visa programme. On Friday the 17 of March 2017, Mark McGowan MP submitted a letter to the Australian Prime Minister with the following:

"I would like to request that Perth be removed from the Regional Sponsored Migration Scheme (RSMS)."

State Sponsorship and RSMS for Western Australia no longer available!

The state of Western Australia (WA) recently concluded its state elections with Labor winning the election and bringing a change to state government. The new premier-elect Mark McGowan now leads the largest state of Australia and has listed the changes he wishes to implement for the state of WA.

In various news articles there has been mention of the following:

“McGowan has also promised to tear up WA’s skilled migration list that allows employers to bring in workers on 457 temporary visas. It’s a key part of Labor’s union-backed push to create more local jobs in a state with the nation’s highest unemployment rate.”

 The Government of Western Australia have recently released new criteria for WA state sponsorship for subclass 190 and 489 visas.

The following are significant changes to the criteria:

- English Requirements:

Managers and Professionals (Group 1 and 2 in ANZSCO)  who are on the WA State Migration Plan must obtain at least 7,7,7,7 in the IELTS or a minimum of all Bs on the OET test. Other groups of occupations still require just 6,6,6,6.

There are still English requirement exemptions those holding a UK, USA, Canada, Ireland or NZ passport.

- Work Experience Requirements:

 All applicants must meet the minimum work experience requirement of:

        ◦ at least one year of Australian work experience in the nominated (or closely related) occupation over the last ten years; or

        ◦ at least three years of overseas work experience in the nominated (or closely related) occupation over the last ten years; and

- Job Offered Required even for Offshore applicants:

If your occupation is on Schedule 2 of the WASMOL you must have a job offer for both a 489 and a 190 application, even if you are applying from overseas.
